Bulbasaur, the first partner Pokemon many people start their journey with. However, being a starter Pokemon, Game Freak typically doesn't want to put it in the wild willy-nilly.

Bulbasaur can be obtained as Level 1 in Pokemon GO at any time, regardless of events, provided a new account is created, and Bulbasaur is the chosen Starter.
Bulbasaur can be obtained in Pallet Town as a starter, but in Yellow, can also be received as a gift in Cerulean City.
Bulbasaur HAS to be traded up from Gen 1, where it can then breed in the Daycare.
Bulbasaur can only be obtained in Fire Red/Leaf Green, in Pallet Town. However, you can still breed for it at Level 5.
Gen 4 is the first game where breeding Bulbasaur will provide a Level 1 egg, but to do so, it must be traded up from Gen 3 or traded from Heart Gold/Soul Silver.
Only obtainable from eggs hatched from a traded-up Bulbasaur.
While obtainable from Sycamore, that one isn't level 1. Eggs!
USUM can have a Route 2 Island Scan on Friday, so Bulbasaur can be found there, but... eggs. LGP/E can have it spawn in Viridian forest (levels 3-6) or as a gift in Cerulean City.
Level 5 gift in the Master Dojo. Also can be found in Sinnoh's Grand Underground, at levels 16-36. You know what that means? Eggs.
It can be found in the Coastal Biome from levels 50-80. Eggs.
